How to Leverage Big Data for Better Decision-Making

In a world where data is increasingly becoming the cornerstone of effective decision-making, organizations must adopt innovative tools and technologies to manage, analyze, and act on large datasets. This is especially true for humanitarian organizations like UNHCR, where efficient resource management directly impacts lives.

We are proud to contribute to these efforts through a one-stop-shop platform, designed to transform how resources and services are delivered in refugee camps. This innovative platform combines big data insights, efficient coordination mechanisms, and real-time feedback to improve service delivery, streamline operations, and empower all actors in the field.

The One-Stop-Shop: Coordinating Resources for Impact

The one-stop-shop model is more than a physical service delivery center—it is a digitally powered hub designed to coordinate services across multiple stakeholders, including refugees and other People of Concern (PoC), UNHCR, the Agency for Refugees and Returnees Affairs (ARRA), and partner organizations.

Key Features of the System:

  • Resource Scheduling and Priority Management: The platform serves as a booking system for facilities in 27 refugee camps across Ethiopia. For instance, if multiple actors (UNHCR staff, partners, or refugees) request the use of an interview room simultaneously, the system prioritizes access based on predefined criteria, ensuring equitable use of resources. This mirrors the functionality of conference room booking systems but is tailored to the unique needs of refugee camps.
  • Data Quality Reporting and Visualization: Continuing from Phase I, we focused on improving data quality through continuous monitoring and reporting. Our team integrated AI-based tools for ongoing data validation and visualization, making it easier to track changes and anomalies in data.
  • Web-Based with Offline Functionality: To address connectivity challenges, the system is web-based and designed to function seamlessly even in the absence of an internet connection, ensuring uninterrupted access for all stakeholders.
  • Inclusivity and Accessibility: The platform supports interactions between diverse actors, including refugees and asylum-seekers, with no restrictions on accessing resources. Standard operating procedures define user permissions, ensuring transparency and inclusivity.
  • Embedded Complaint Mechanism: The system incorporates a virtual complaints mechanism to gather feedback and issues from refugees and other PoC via multiple channels, such as email, social media, SMS, and telephone. This feature ensures real-time monitoring of service delivery gaps and facilitates immediate action.
  • Integrated Services for Refugees: The one-stop-shop model brings critical services—such as registration, protection, and civil documentation—under one roof. Refugees can receive proof of registration, ID cards, and vital events registration (births, marriages, etc.) quickly and efficiently.

How Big Data Powers the One-Stop-Shop

Big data lies at the heart of the one-stop-shop platform, enabling better decision-making and resource allocation:

  • Data-Driven Scheduling: The system analyzes real-time data to optimize facility usage, ensuring that resources are allocated equitably and efficiently.
  • Predictive Insights: Patterns and trends in resource utilization help identify potential bottlenecks, allowing proactive adjustments to workflows.
  • Enhanced Accountability: Feedback data from the embedded complaint mechanism provides a clear picture of service delivery gaps, enabling continuous improvement.
  • Improved Collaboration: Aggregated data from multiple actors ensures that services are aligned and coordinated, reducing redundancy and improving impact.

Driving Humanitarian Impact Through Innovation

The one-stop-shop is not just a technological solution—it’s a game-changer for humanitarian operations in Ethiopia’s refugee camps. By integrating big data principles into the platform, the system enables:

  • Faster Service Delivery: Refugees receive essential documentation and assistance in one location, reducing delays.
  • Better Resource Utilization: Facilities like interview rooms are managed efficiently, minimizing conflicts over usage.
  • Stronger Feedback Loops: The complaints mechanism empowers refugees to voice their concerns, creating a culture of accountability and continuous learning.

Big data is transforming how humanitarian organizations operate, enabling more informed, efficient, and impactful decision-making. The one-stop-shop platform in Ethiopia exemplifies this potential, showcasing how technology and data-driven insights can improve the lives of refugees and PoC.
