Overview
HIEMAT (Health Information Exchange Maturity Assessment Tool) is a digital platform developed for the AfricaCDC to assess and monitor the maturity of health information exchanges across African Union Member States. It provides a standardized and scalable approach for identifying gaps, guiding improvements, and enabling interoperable, data-driven health systems across the continent.
Challenges
Many countries across Africa relied on fragmented and manual methods, often Excel-based, to assess the maturity of their health information exchanges. This made it difficult to consistently evaluate systems, identify gaps, and prioritize interventions. AfricaCDC required a solution that could support:
- Standardized assessment of HIE maturity across countries
- Secure and structured data collection and management
- Clear identification of gaps and barriers
- Data-driven decision-making and progress tracking
Our Solution
ETM Software designed and developed HIEMAT as a centralized digital platform to streamline assessments and enable actionable insights for the AfricaCDC.
- A structured assessment framework aligned across AU Member States
- A dynamic, multi-level evaluation system covering domains, components, and sub-components
- Real-time data capture and validation to improve accuracy
- Automated reporting and visualization for faster insights
- A scalable architecture to support multiple countries and stakeholders
Implementation
The platform was delivered through a user-focused and iterative approach, ensuring usability across diverse country contexts. Key milestones included:
- Digitization of the HIE maturity assessment framework
- Development of dynamic assessment workflows and data structures
- Implementation of real-time dashboards and reporting features
- Deployment of a system designed for multi-country collaboration
Results & Impact
HIEMAT significantly improved how HIE maturity assessments are conducted across Africa:
- Manual, error-prone Excel processes were replaced with a unified digital platform
- Data accuracy and consistency were significantly improved
- Assessment timelines were reduced through automation
- Teams gained real-time visibility into progress and performance
- Decision-making became more data-driven and efficient
Scaling & Expansion
The platform is designed to scale across all African Union Member States, supporting continuous assessments and long-term tracking of health information exchange maturity.
Significance
HIEMAT plays a key role in advancing digital health transformation across Africa by standardizing how health information systems are evaluated and improved. It enables stronger collaboration between AfricaCDC, national health ministries, and regional authorities, ensuring more effective allocation of resources.
Conclusion
By replacing fragmented processes with a unified and scalable platform, HIEMAT sets a foundation for more connected, efficient, and data-driven public health systems across the continent.
